What's the difference between PEM and CRT files?

There is no functional difference — both are PEM-encoded certificates. The file extension (.pem, .crt, .cer) is just a naming convention. All three contain the same Base64-encoded data wrapped in -----BEGIN CERTIFICATE----- headers.

Do I need my private key to convert a certificate?

Only when converting to PFX / PKCS#12 format. For all other conversions (PEM ↔ DER ↔ P7B), no private key is needed.

What if I forget my PFX password?
